NANKING EDICT.
A PROCLAMATION BY
CHIANG KAI-SHEK.
"WAR ON IMPERIALISM."
The following is the text of a proclamation by General Chiang Kai-shek's new government at Nan- king:-
At the present time when the re- volution of the people is taking a rapid development, and when the people are hoping eagerly for the complete realization of the aims of the revolution, the Nationalist Gov- ernment; in accordance with the wish of Dr. Sun Yat-sen and with the opinion of the majority of members of the Kuomintang, and also based on the resolution of the Central Execution Committee, was formally moved from Wuchang to Nanking on April 18, 1927. The reasons for this measure are ob- vious. From the points of view of the general welfare of the Party, of political expediency, of military strategy, and of geo- graphical convenience, Nanking oc- cupies a much more
important position than Wuchang.
Foreign Troops Pilloried.
In the midst of the wave of re- vived imperialism, made still more dangerous to the Nationalist move- ment of China through such in- strumentalities as foreign troops, compradores, etc., coupled with the destructive machinations of the Communist Party which have prov- ed disastrous to the revolutionary cause the responsibility of the Na- tionalist Government has become more extensive and heavy. But at this critical moment there is, as has always been, one course of ac- tion open to the Government, and that is continually to follow the principles laid down by Dr. Sun and to execute the policies of the Party.
Way to the New World. On the one hand, while the Gov- ernment is bringing all the nation's revolutionary elements. under the Party's Three People's Principle, so as to make concerted action pos- sible, on the other hand, it aims at the up-rooting of all foreign im- perialism, militarism, and other anti-revolutionary movements. The convening of a People's Congress, the abrogation of unequal treaties,
and the execution of the Three People's Principle and the other
matters which the Government is striving to bring about within the shortest possible period. In order to, enable China to become an in- dependent nation, and the Chinese to become a free people possess- ing a government, for the people, of the people and by the people, the Three People's Principle will necessarily have to be carried out in full. It is not only China's sole means of salvation, but also the way to a new world.
The Anti-Revolutionaries.
The Government, therefore, seeks the thorough execution of this principle and cannot but re- gard those opposed to it as well as those opposed to the National- ist Movement with the purpose of creating class distinctions, as anti- revolutionary. The Government has faithfully pledged itself to the principles laid down by Dr. Sun, to the preservation of the Party, and to the salvation of China, and has assumed the full responsibility of putting an end to all obstacles to the complete realization of its policies.
Such revolutionary principles are: first, a close co-operation be- tween the people and the army; secondly, the establishment of an honest and clean Government; thirdly, the promoting and pro- tecting of China's industries, and fourthly, the consolidating of or- ganized agriculture and labour and assistance in its extension. These are the declared policies of the Na- tionalist Government which will be carried out accordingly.
Destroy "Imperialism" from Abroad.
The Government, therefore, calls upon its military commanders, leaders, and the whole nation to purge the territory now under its jurisdictions of all anti-revolution- ists in order to solidify its organi- zation, to unify law and to main- tain order, to unite in one with the express purpose of carrying out the Three People's Principle under the direction of the Party. Those opposed to the principle must be extinguished and the mis- guided elements set right, so that the malevolents have no excuse for being anti-revolutionary and the misguided may be brought to their proper places.
Let the Three People's Principle be the guiding principle of the for a new world.
Let it pave the way Government.
Make this Gov- ernment the real government of the people. May the strength of the Revolutionary army destroy imperialism from abroad and do away with militarism and anti-re- May the volutionists at home. Nationalist Government in the shortest possible time accomplish this mighty task.
